is to ascertain as privately and quietly as possible how

the proposal is viewed by the British Community before

sugresting it to the Secretary of State. If I find that the

Community view the question as I do, and that the Secretary

of State concurs in it, publicity can be given before

legislation is undertaken, and will in any case be offered

while the Bill is before Council. I would ask you therefore to let your enquiries he private and confidential. I may

mention that the Piras in the annexed schedule have ex-

-pressed a general approval.

-cussion of auch a matter before we had made up our minds

as to whether these proposals recommend themselves to the

British Community and to the Secretary of State might lead

to misunderstanding on the part of the German Cortunity

here.

If the proposals are adopted it will be A

matter for discuanion whether the existing Volunteer

Corps should continue to exist or be merged in the new

Reserve. Probably the latter course will be preferable. It

is because the Volunteers are so much below strength

are steadily decreasing in numbers and command the

services of so small a proportion of our able-bodied men

that a new departure seems necessary.

-ted that in case this Colony were attacked men however
